Ukraine Launches First National Strategy Against Gambling Addiction
Ukraine has approved its first national strategy to tackle gambling addiction, with implementation planned through 2035.
The government adopted the strategy on August 26, 2026, together with an operational plan for 2027-2029. Around 40 public authorities and institutions will take part, including health, education, defence, law enforcement and gambling regulator PlayCity.
The strategy includes public awareness campaigns, gambling risk education in schools and screening to identify problem gambling at an earlier stage. Ukraine also plans to expand access to psychological support, treatment and rehabilitation.
Separate prevention and support programmes will target military personnel and veterans. The government also plans systematic blocking of illegal gambling websites and advertising.
Natalia Denikeeva, Deputy Minister of Digital Transformation of Ukraine, explained:
The consequences are much broader, and during the war they also create risks for national security.
The strategy treats gambling addiction as a wider social and health issue rather than only an individual problem. Ukraine will also strengthen cooperation between government agencies and continue action against the illegal gambling market.
