Finland Sets Out Stricter Rules for Gambling Market

Finland’s Ministry of the Interior has published four draft regulations under the country’s new Gambling Act.

The proposals cover online slots, betting products and land-based gambling before Finland’s licensed market opens on July 1, 2027.

Online slots would no longer be allowed to offer autoplay. Players would need to start each spin manually, while every round would have to last at least 2.5 seconds. Operators would also show play-time reminders every 15 minutes.

The proposed maximum online slot stake is €10 per spin for players under 25 and €20 for older players.

Slot machines and casino table games would require an RTP between 70% and 99.9%. Daily-draw betting games would have an RTP range of 50% to 70%, while online betting products would be limited to between 55% and 80%.

Land-based slot losses would be capped at €500 per day, €2,000 per month and €24,000 per year.

Finland would also allow up to 10,000 slot machines in retail locations, 2,000 in gaming halls and 400 at the country’s only licensed casino in Helsinki. The number of gaming halls would be limited to 60.

Antti Koivula, chief commercial officer at Hippos ATG, commented:

The rules are restrictive, but they may not be as strict as those in Germany or the Netherlands.

The public consultation remained open until August 5, 2026. The government may revise the proposals before they take effect.
